Jackson has found that he likes to stick his tongue out.
Actually, I really think he has just discovered that he can run his tongue over the his top gums to cure the itch from teething.

Jack is saying "Ha, Ha, Grandma, I'm not tongue-tied. Look what I can do. Too bad you can't."
